About Locum HR

Angela Hayhurst is a Member of the CIPD (Chartered Institute of Personnel and Development) having gained her Post Graduate Diploma in Human Resource Management at the University of Central Lancashire. She is also a member of the BPS (British Psychological Society).

She has over 15 years experience in Human Resource management advising on employment law and legislation; dealing with recruitment and selection up to and including Director level; policy development and implementation; employee relations; union negotiations; restructuring and redundancy activity; absence management; change management; performance development reviews; management competency frameworks and the retention of Investors in People accreditation.

She is also qualified as an Assessor for Level A Occupational and Aptitude Testing; in Workplace Mediation (conflict resolution) and Job Evaluation.

Her experience has been gained in a range of sectors including manufacturing, hospitality and local government.

Fit notes... potential for conflict?

The new “fit notes” come into effect on the 6 April 2010. Doctors will tick one of two boxes saying an employee is “unfit for work” or “may be fit for some work”. They will be able to make suggestions based upon the employee’s condition such as a phased return to work but not on the content of the job. This means that the responsibility for deciding what an employee can (or can’t) do will be passed to you.

Right to training?

A right to request time off for training comes into effect on the 6 April if you have 250 or more staff. If you fail to comply with the legal procedure you could face paying up to eight week’s salary as compensation. It’s worth noting that the legislation will cover all employers from April 2011.

Registration under ISA (Independent Safeguarding Authority)

Workers (including volunteers) who wish to begin working in regular or controlled activity can start applying for ISA registration form 26 July 2010.  From 1 November 2010 you will not be permitted to recruit anyone applying to work or volunteer in these fields, or allow an existing employee or volunteer to work in these fields, if they are not ISA registered
